Commissioner Reggie Reg Davis introduced the resolution in September, despite his own past fascination with firearms. He claimed to have owned sniper rifles, double-barreled sawed-offs, and Glocks. Davis stated that the aim of the bill is not to destroy the right to bear arms but to impose taxes on ammunition sales. The tax revenue would be used to educate urban Americans about responsible gun ownership. While promoting responsible gun ownership is commendable, the imposition of taxes to fund this education may be contentious. The text of the resolution itself is not readily available, but multiple media outlets have reported that it would limit the amount of ammunition an individual can purchase and require a mental health background check in Wayne County. One might question how a City Council can impose requirements on an entire county, but evidently, in 2018, knowledge of how governments operate is not a prerequisite for running them. It appears that this resolution is part of a larger proposed ordinance for Wayne County, with the approval from the Detroit City Council serving as mere virtue signaling.
